One city, two sets of roofing rules

Most of Pasadena is ordinary Harris County suburb: postwar houses, brick ranches and neighborhoods that filled in from the 1950s through the 1980s between the Ship Channel and Beltway 8. But a slice of the city is treated differently. At the city's own request in 1996, the Texas Department of Insurance added the part of Pasadena east of State Highway 146 to the state's coastal catastrophe area, alongside La Porte, Seabrook, Shoreacres and Morgan's Point.

If your house is in that eastern slice, a re-roof has to meet the windstorm building code and be inspected by a TDI inspector or appointed engineer to keep the home eligible for Texas Windstorm Insurance Association coverage. For homes there built or re-roofed after March 1, 1997, TWIA looks for a WPI-8 certificate of compliance. West of Highway 146, which is most of Pasadena, the windstorm program does not apply.

Does a new roof in Pasadena, TX need a windstorm inspection?

Only in the part of Pasadena east of State Highway 146, which the Texas Department of Insurance includes in the coastal catastrophe area. There, a re-roof needs a windstorm inspection and WPI-8 certificate to keep the home eligible for TWIA coverage. West of Highway 146 the program does not apply.

Why is only part of Pasadena in the windstorm area?

Should my new roof go over the old one?
