An old bay town split by a highway
La Porte roofing questions usually come down to two things: where the house sits and what the last storm did to it. La Porte, which the city calls the oldest incorporated town in east Harris County, was incorporated in 1892 on the shore of Galveston Bay, and its homes run from bayfront streets near Sylvan Beach to subdivisions such as Fairmont Park, Brookglen and Shady River farther inland.
State Highway 146 runs through the middle of all that, and for roofing it is more than a road. Texas Department of Insurance orders draw the coastal windstorm line along it: La Porte's area east of the highway, within city limits, is in the state's designated catastrophe area, and the part west of it is not. Two houses on either side of the highway can face different inspection rules for the same new roof.
Houston Expert Roofers stays off roofs entirely. The service is a no-cost number, picked up around the clock by a recorded assistant, that asks about the roof and your side of town and then connects you to an independent, locally owned roofing company serving La Porte. That company inspects, quotes and does the job.

La Porte roofing jobs, from small repairs to new roofs
Calls here range from a single cracked pipe boot to a whole roof after a hurricane. Wind off the bay, falling limbs from big oaks and long rain bands account for most of them.

Roof Replacement in Houston
Tear-off, decking, underlayment, flashing and ventilation. The signs a roof is finished, the permit question in your city, and the line items a quote must show.

Roof Leak Repair
Why the drip is rarely under the hole, where Houston roofs usually let water in, and the safe things to do indoors while you wait for the roofer.

Emergency Roof Repair and Tarping
Water coming in or a tree on the roof. What counts as an emergency, what a proper tarp looks like, and the safe steps indoors until help arrives.

Wind Damage Roof Repair
Broken seal strips and creased tabs that leave a roof looking fine from the street. Where wind gets a grip and how a roofer documents it.
East or west of 146: a quick test for your address
TDI's Harris County windstorm page and the Texas Windstorm Insurance Association both describe La Porte's designated area the same way: inside the city limits and east of State Highway 146. Work through these questions before you sign a roof contract.
- Is the house inside La Porte city limits? A La Porte mailing address is not proof. If the lot is outside the city, the La Porte part of the rule does not reach it.
- Which side of State Highway 146 is it on? The bay side of town lies east of the highway. The city places the Lomax area, a separate town that joined La Porte by election in 1980, west of 146 and north of Spencer Highway, so Lomax homes fall outside the program.
- East of 146: plan the inspection. A roof replacement there is inspected while it is being installed, and TDI issues a WPI-8 certificate when it passes. TDI exempts repairs under 100 square feet that leave the decking alone.
- West of 146: no state windstorm inspection. The city permit still applies to a re-roof, and the same wind and water still hit the house.
- Close to the line? Confirm it. TDI says its maps are general information. Ask TDI's windstorm inspections staff or the city about a specific lot before work starts.
Coastal windstorm rules. In the Texas Department of Insurance's designated catastrophe area (Brazoria, Chambers, Galveston and the other first-tier coastal counties, plus, in Harris County, Morgan's Point and the parts of La Porte, Pasadena, Seabrook and Shoreacres inside city limits and east of State Highway 146), most roof work must meet the windstorm building code and be inspected while it is under way (TDI exempts repairs to less than 100 square feet of roof covering that do not touch the decking). When it passes, TDI issues a certificate of compliance (form WPI-8), which the Texas Windstorm Insurance Association uses to decide whether it can insure the home. Ask the roofer, in writing, who schedules the inspection and when you will get the WPI-8.
For an older house east of 146, windstorm records can be thin. TWIA's instructions manual lists La Porte with a date window, January 1, 1988 to March 1, 1996, in its guidance on building official statements, a kind of record that can help show older work met code. If you are buying or insuring an older bay side home, ask the seller or the city what records exist.
City of La Porte permits for a new roof
The City of La Porte is direct about re-roofing: its building FAQ says a permit is needed even when owners re-roof their own home, and that the correct type of shingles is critical. The Inspections Division, which handles roofing and roof replacement, takes applications through the Citizen Self Service portal.
- No registration fee. The city says it has no official contractor registration process, form or fee.
- Insurance on file. To get a permit, a contractor provides a certificate of commercial liability insurance with the City of La Porte as certificate holder.
- Where to ask. Inspections is at 604 W. Fairmont Parkway, 281-470-5073, permits@laportetx.gov.
- Deed restrictions. Some subdivisions, Brookglen among them according to a city flood study, have deed restrictions and covenants that govern changes to homes. Check yours before choosing a new color or material.
Texas Property Code section 202.011 generally prevents a property owners' association from banning wind and hail resistant or energy efficient shingles that look like ones it already allows, though approval can still be required.

Why La Porte homeowners call the line
A roofer who knows the 146 rule
A company working both sides of the highway should know at once whether your roof needs the windstorm inspection. Say where you live when you are put through, and ask how it handles the WPI-8.
Big trees over the house
Where big trees hang over a roof, Beryl showed what they can do: the city reported more than 1,000 cuts of leaning trees and hazardous limbs during its recovery. A limb on a roof is a job for a roofer and, often, a tree crew.
Permits on every re-roof
Because the city requires a permit for re-roofing, a crew that skips it leaves you with an unpermitted roof. A local company should treat the permit as part of the job.
A free call at any hour
The line does not bill you at any point. Price and payment are settled between you and the roofing company, and you can still collect other quotes. Companies may pay the line a referral fee.
Storms La Porte roofs have weathered
| Storm | What happened in or near La Porte |
|---|---|
| 1943 hurricane | A tornado from the storm destroyed the 1930s dance pavilion at Sylvan Beach, the Harris County Historical Commission says. The county later commissioned a pavilion designed to resist hurricanes, which opened in 1956. |
| Hurricane Ike, September 13, 2008 | Landfall at Galveston as a Category 2 hurricane. The National Hurricane Center's highest high water mark, 17.5 feet, was about 10 nautical miles inland in Chambers County, across the bay. |
| October 31, 2015 tornado | Click2Houston reported at least 70 La Porte homes damaged. |
| Hurricane Beryl, July 8, 2024 | The city collected about 97,000 cubic yards of debris, its largest debris event since Ike, and the Sylvan Beach pier was badly damaged. |
Power lines in La Porte belong to CenterPoint Energy, which the city worked with after Beryl. If a line is down in your yard or on the house, stay clear and report it to CenterPoint or 911.

Stay off the roof. Wet, storm-damaged roofs are slick and the decking may be weak, so leave the ladder in the garage. Keep well away from downed power lines and report them to CenterPoint Energy or 911. Indoors, move belongings away from the leak, put a bucket or towels under the drip and keep people out of any room where the ceiling sags. Photograph the damage from the ground and inside the house, then call your insurer and a roofer.
The deductible is yours to pay. The Texas Department of Insurance says it is illegal for a contractor to offer to waive, rebate or absorb your deductible, and a contract of $1,000 or more paid with insurance money must include a notice saying so. A roofer also may not act as your public adjuster on a property it works on. Treat any offer to "cover the deductible" as a reason to call someone else.
Questions to ask a La Porte roofer
- Is my house inside city limits and east of State Highway 146, and will this job need the TDI windstorm inspection?
- Will you apply for the City of La Porte re-roof permit, and is your insurance certificate already on file with the city?
- Which shingle will you use, and does it meet the city's and, if it applies, the windstorm code's requirements?
- If an oak limb damaged the deck, how will you price decking replacement, per sheet?
- Does my subdivision have deed restrictions or an association that must approve the roof first?
- What does your written workmanship warranty cover, and for how long?
Texas has no state roofing license. No state agency licenses roofing contractors in Texas, and a 2025 bill to create one (HB 3344) did not reach a vote of the full House before the session ended. So check what you can: a certificate of liability insurance sent to you, a written contract with the full scope, a permit where your city requires one, local addresses you can drive past, and the shingle maker's warranty registration. Some cities also ask roofers to register. The line does not check any of this for you. How to check a roofer before you hire.
Not sure which side of the 146 line your house falls on, or whether the damage means a repair or a new roof? Call and describe it. The La Porte roofing company you are connected with looks at the house in person and writes its own estimate.
